I think the 82m shares are voluntarily on escrow, these shares are not the new issued shares. (Only 49m shares proposed)
Refer to the company announcement on 18/7/2012:
"The directors of Maverick have entered into an escrow arrangement with the Underwriters for a collective holding of ~82 million shares"
