Dan failed by not having the structures and procedures in place to prevent widespread community transmission. Its a highly infectious pandemic so that is to be expected and has occurred/is occurring in our global peers. Moreso, in the early stages of a pandemic when knowledge is less and populations are more naive. Other states have had an element of luck which in Victoria's case went the other way.

For me, that was Dan's major fail. Governments around the world aren't being voted out for similar especially when working so hard to fix it in the best interests of his state and the rest of the nation. What is truly bizarre is the undermining of that effort by other Australians and the media.
