The quarantine issue hardly even matters. NSW has good quarantine and yet it also has rising community transmission. The way the rightwing carries on about it escaping quarantine is like a scene from Rainman.
The problem in Victoria was the failures which allowed community transmission to take off under their noses (so to speak) and aged care. I could also add the public's response to freedom after the first lockdown which, by anecdotal accounts, seemed very uninhibited considering the circumstances.
What other influences were there?
