The potential problem with any poll rests in the wording
“Do you support coal seam gas exploration and production in the Lismore City Council area?”
The above speaks to a yes/no response. Just because respondents do not support coal seam gas exploration and production does not mean they are against it.
It would be very reasonable for many people to happily rely on Federal/State Regulations to ensure safe operating processes for CSG exploration and production...and would therefore be OK for such activity to proceed but not necessarily advocates or knowledgeable enough to cast a vote as being in favour.
By default the question was designed/allowed to get a particular result...one that favours dissenters IMO.
