Russia still has coastline to the black sea regardless of the Crimea.
We still have not annexed ourselves from the British yet !

We have discussion at times States and parts of states wanting to breakaway in concept so what you are saying i believe is probably justifiable democratically speaking?
New Guinea was part or at least under Queensland/Australia control and was annexed in the past.
The part which would maybe make Queensland easier to do so would be the lack of a senate ?
What ever prevents war and people being killed aimlessly etc etc is the best way imo.
Its only the few that make the decisions for population.
