These types of legislation are in place for the very worst of the worst. It is to future proof us against the most heinous gaining power and control to commit such atrocities again.
That you link this with the FDA judiciously using it's powers to not approve a product subject to your investment, of which FDA approval would presumably provide you return on your investment , makes you look at best, inhumane.
