I think it was during John Howards days, when they wanted to reconsider about African immigrants. Not all of them are bad but I personally had mixed experience with them. Some of them have actually been recruited into the police force now. One reason could be that they maybe thinking that people around them already think that they are bad so being actually bad won't do much harm to the repo. It has taken hundreds of years in USA for inter-racial harmony efforts and we all can see the results. It has taken them ages to come to term to accept a black president and maybe the first ever female president (or not)
