Alex,
If you take time and read this report carefully you will find that in spite of being military controlled state Eritrea actually ranks quite well in terms of protecting investors, taxation laws, mining laws, enforcement of contracts, import and export costs etc. etc. In this regard it is performs better (ranks higher) then many of the western countries.
