Duplication makes a great deal of sense. The French did that back when they started their nuclear programme (No coal, no oil, no choice). It means technicians who know one plant will know them all, and any safety concerns or improvements can be immediately copied elsewhere.
Maybe if Khadaffi does a runner and is looking for a new home it will give the media something else to focus on.
