at the exchange, (like if you lived nextdoor with perfectly new cables etc) you would get 24mbps, which would be 3000kbps download.

I can only tell you the technical details of what you are doing, which (streaming) is simply downloading data and opening it live, you still need to download the data.
Might I suggest you are viewing lower quality than you think?
the stream rate can be lower depending what frame rate its recorded in and etc, but usually there is a standard rate. it also depends on the compression methods, but see this article and perhaps your "720p" may not actually be 720p:

Not having a go pesce, at you or quickflix, I am just stating my knowledge of video streaming processes and networking which is a hobby of mine (if you must know, I run my own home server using Linux Ubuntu, streaming movies in HD raw via HDMI and an apple tv box, hacked with XBMC display), so im a little obsessed with this stuff.
