Let consider strategic value of Lynas or Moly. I would suggest REE processing and production in Europe, America have far greater strategic value to the West than anything in Asia.
Malaysia and Japan are too close to China's sphere of military influence to be strategically of great value to the West if conflict eventuated. It would be ridiculously easy for China to interdict REE supplies to the Wests military infrastructure and industry in the event of conflict from anywhere in Asia.
REE supplies would basically dry up from everywhere but America and Europe imo.
Since most of Moly's and Lynas' capability is also in Asia they would be basically useless to the West.
