    No it isn't. Collectively the house of representatives has to propose a bill, which is then approved or sent back by the senante. Only if it gets through these stages does it become law.

    This is further balanced by the fact that it can be repealed by the next government if the people votes the current government out.

    Rudd is just the "face" of the labor party at the moment. Not the one that we (all) have to bend our wills to.

    Also please note, if you say that the miners say that they have to bend their will to Rudd, then you are saying that Rudd can arbitrarily make laws about YOU (eg. confiscate YOUR property) and your response is just to agree. Are you REALLY ok with that?
