Yes, IA are still making all the major decisions in Government despite losing the election very badly. The Democrats hold the majority in the Coalition but they lack confidence and are being steamrolled by the more assertive members of IA. Despite their numbers, they are very much the junior partner in the relationship, and the PM is the leader of the Government in name only. Imagine what the difference would have been if Democrats had teamed up with Naleraq.
