    Counsel assisting Victoria's royal commission has told the inquiry Crown Resorts is not presently suitable to a hold a casino license.


    Counsel assisting Adrian Finanzio SC told the inquiry that the company put profit ahead of all other considerations.

    "The evidence reveals serious misconduct, illegal conduct and highly inappropriate conduct which has been encouraged or facilitated by a culture which has consistently put profit ahead before all other considerations,'' he said.
