Labor gets a fair bit of funding from Clubs Australia. they may not be too keen about bring in legislation that will one of their major sponsors.
Labor may be saying they will do something but will do nothing when it comes to the crunch.
End result Wilkie changes sides, the country becomes ungovernable and Gillard is forced to called an election.
