China says ICO's are not banned.. they are just pausing them to create regality frame work.. ie: putting some rules around ICO's and making so as companies need to apply for an ICO.
If that is the case, then thats a good thing IMO, it will cut out a lot scammers.
Also, that would mean NEO & BRB is buy the dip
