    Catuity (CAT) is another high-tech stock in the doldrums, as the weekly price chart shows. From highs of $23.90 at the end of 2000 to the current lows around $3.30, CAT has lost more than 85% of its value. It is now struggling to hold above the $3.00 mark.
    There was a crucial turning point for CAT in the first week of March, at "A", where three important trendlines were within a very narrow price range ($4.60–$4.70). This provided a challenge that CAT had to beat - to break above these lines - or further weakness would follow.
    CAT must now hold $3.35, because below that, only $2.83 offers help. Super support is at $2.10, although at this stage this should be out of reach. CAT must break above resistance at $4.00 then $4.11.---passed this one

    With announcements, assuming that when the two banks convert to Visa Smart, that Catuity is not bound by confidentiality in stating they have the banks, if the entity is bound by confidentiality, then it can only be logically speculated that because Catuity are part of the Visa Open Platform, that they indeed have the banks, which means the projected growth from that can be added to Catuity----for trading purposes to immediately move the share price however 2 announcements stating the banks in question would be bullish immediately so.

Visa also will promote the smart card platform unveiled this week through Internet advertising, she says. In addition to raising consumer awareness of smart cards, Visa has developed a standardized package of features that any Visa issuer can use on chip-based credit and debit cards, and is providing implementation assistance to member banks.     Catuity, a loyalty software systems provider listed on Nasdaq and the Australian Stock Exchange, is expected to announce this morning that the US Patent and Trademark Office has granted it an expansive smartcard system patent that will last 17 years.

    It is understood the patent will cover systems for manipulating data on several devices - including smartcards - used in multiple terminals to conduct programs such as electronic payments, ticketing and loyalty programs.

    Catuity chief executive Mr Mike Howe said the patent may mean other operators would find their smartcard and loyalty systems trespassed on Catuity's territory.

    The company's chairman, Mr David MacSmith, said although Catuity had no plans to pursue its rivals for patent infringement, "having a patent with this scope will cause questions to be asked".

    Should Catuity begin requesting royalties from companies deemed to infringe its patent, the group would be making others take the medicine French smartcard rival Welcome Real Time forced it to swallow last year.

    The ruling forced Catuity to ditch its Sydney-based Transcard smartcard project.

    PQ, I'll put some rough projections down, but please understand I do not know a great deal about CAT and as such I am making a lot of assumptions when calculating my figures.

    Using the bottom of the range from your projected revenue figures and assuming that there is very little marginal cost in supplying the CAT software and therefore assuming that CAT's expenses will not change a great deal from your figure of $6.6 million ($US I assume?)I come to a share price of $US6.80.

    I stress these figures are very rough and make a great number of assumptions. I used a p/e of 10, which although some may argue is too low I think is conservative and appropriate for something which if we assume doesn't develop any other products just becomes a reliable cash flow producer.

    BUSINESS AND GOVERNMENT WILL spend billions of rand on smart-card solutions in the next few years. Vendors talk up the benefits, but does the investment make sense?

    Smart-card technology is finally starting to take off in SA after years of excruciating indecision and expensive false starts.

    Government is defining standards for its "smart identity card", which is part of the Department of Home Affairs' National Identification System (Hanis). A tender, subject to Cabinet approval, will soon be issued.
    --------------------------------------------------------------------
    Local banks are on track to meet the first deadline for their conversion to the Europay, MasterCard, Visa (EMV) standard, essential if smart cards are to be widely deployed and adopted in the financial services sector.
    --------------------------------------------------------------------
    Smart cards are also being used in some schools, technikons and universities. Indeed, 10m South Africans already use smart cards every day - they are used in cell phones for authentication on cellular networks.
    --------------------------------------------------------------------
    Also, government, the banks (through the Reserve Bank), the EMV Forum, the Common Electronic Purse Specifications Forum, and the IT industry are co-operating to define the standards for the country, a major improvement on a few years ago. In the mid-Nineties, SA's four big banks couldn't agree on a joint payment standard. Absa and Standard Bank pulled out of a process to develop a proprietary SA solution. Instead, they chose the then-emerging global standard, EMV.

    But why are smart cards important? Invented nearly 30 years ago, they are similar to regular plastic cards, but are embedded with integrated circuits. This marriage between a plastic card and a microchip allows a relatively large amount of information - several hundred times more than a conventional magnetic-stripe card - to be stored, accessed and processed online or offline.

    The value of smart cards lies in their enhanced identification and verification features, which can be used to combat fraud. But as these cards become ubiquitous, other opportunities become obvious. These include authenticating access to applications (particularly for e-commerce transactions), loyalty programmes, mass transit and ticketing, toll payments, public parking, hotels, airlines, secure receipt and physical access control.

    Smart-card deployments are approaching critical mass worldwide for government, banking, retail and mobile needs. Europe and Asia lead the world in their use. SA lags behind but, interestingly, is still ahead of the US.

    Half a billion smart cards were in use in 2000, according to global research group Meta. This will rise to more than 1bn by next year.

    Smart cards have particular benefits for a developing market, such as SA, says Steven Sidley, marketing director at Prism Technologies. He says the biggest opportunity is with the previously unbanked. Government's smart identity card, provided it is linked to an application for an electronic purse (e-purse), will extend banking services to this market. For instance, instead of handing cash over to pensioners at pension pay-out points, the funds could be loaded on to the ID card's e-purse. Purchases could then be made using the card as if it were a debit card. But, instead of the merchant terminal dialling the bank for verification, the terminal could deduct funds directly from the card. Theoretically, even informal traders, armed with a chip-card reader, could conduct cashless transactions.

    Also, smart cards mean less cash in the system and, therefore, less crime - whether it's petty thieves preying on vulnerable pensioners or sophisticated hijackers lying in wait for cash-in-transit vehicles.

    Identity fraud, welfare fraud and credit-card fraud are challenges for government and the banks, says Sidley. Smart cards, with their security features, will change the security profile of IDs, pension pay-out schemes and credit cards.

    The case for a national smart-card policy is strong. But what is technologically possible must be balanced against the potential costs. The bill for introducing a smart citizen card will be steep - hundreds of millions and possibly even billions of rand. Hanis director Ernest Ledwaba admits that it will be expensive. "We cannot consider the costs in isolation, but must weigh them against other costs such as identity fraud and social welfare fraud."

    Most government departments have an application they "need" on the ID card. With finite resources, defining the business case and establishing the specific returns at the level of individual ministries is imperative.
    --------------------------------------------------------------------
    SA's banks have little scope for debate on the business case. "The migration from mag-stripe payment cards to smart cards equates to no more than a mandatory technology replacement initiative," says Ian Povey, a specialist in card services at IT services company EDS.
    --------------------------------------------------------------------
    The reason for this is the payment associations, Visa and MasterCard, have tied their members (the banks) into a tight migration path. By January 2005, they are expected to have moved their mag-stripe debit and credit cards and payment infrastructure, including ATMs and point-of-sale devices, to EMV. With 10 000 ATMs and more than 120 000 point-of-sale devices countrywide, this is no mean feat. "In 2005, the liability reversal' kicks in," says Gary Byrne, head of payment solutions at MasterCard. "Currently, the acquiring bank [the retailer's bank that handles the electronic transaction] pays if the transaction is fraudulent. But in 2005, responsibility for bad debts will be vested with the issuer [the fraudulent shopper's bank, which issued a card that was not an EMV-compliant credit or debit card]."

    However, individual banks and retailers are finding it difficult to define a specific business case. "The roll-out of a smart-card infrastructure is a [huge] and expensive project," says Loraine von Hoesslin, assistant general manager for e-business at Nedcor.

    SA is just one of many countries grappling with the competing objectives of improving service to citizens and customers and the cost of doing so.
    --------------------------------------------------------------------
    "Hence the global trend, which sees banks, governments and service providers working together to provide people with secure and convenient access to multiple services. This unlocks the opportunities for the parties concerned," says Povey.
    --------------------------------------------------------------------
    It's easier said than done. "Theoretically, there are huge opportunities to partner retailers, utilities or government to deliver multi-application solutions to the public. But the physical delivery of these is complex," Von Hoesslin says. Issues such as co-branding, who pays for what part of the infrastructure upgrade, and apportioning revenue complicate the subject of multi-application cards involving third parties. We will continue to engage with government, but "we are more likely to roll out multi-application cards that are restricted to our own environment first," she says.

    It is these applications that define the business case and ensure competitive advantage. The banks, unsurprisingly, are unwilling to divulge too many secrets before they need to.

    Government, though, has to be open about its plans. Home Affairs must work closely with the departments of Communications, Social Development, Housing, Justice, Labour and Arts, Culture, Science & Technology - all of which have an interest in building applications into the ID card. Government wants a smart card that provides a single interface between citizens and government, complete with an e-purse. It's a challenge that even seasoned negotiators would balk at.

    Just agreeing on common technology specifications is a tortuous process and it's one that cannot be completed successfully without a common vision. All the stakeholders are co-dependent. The banks and retailers hold the key to the payment infrastructure and government can deliver the critical mass that is needed. "The complexities around the individual components government wants, such as the e-purse, are significant," says Sidley. Globally there is no business case for e-purses. Yet, there is a social need for a payment solution that will reach the broader population.

    Biometrics, where machines can be used to recognise people by their physical or behavioural characteristics, is also on government's wish list. "But unlike payments or the e-purse, there is no global standard for biometrics," says Ledwaba. Government has asked the SA Bureau of Standards to help to set its own standards to ensure interoperability between technology solutions. "We do not want to be locked into one vendor," he says. "We require a framework that is open, viewed as neutral and addresses the minimum security, regulatory and standards profiles."

    To achieve a successful roll-out, government must balance the competing objectives of different departments with the need to deploy the ID card as rapidly as possible. Even then success is not guaranteed. The roll-out of the ID card is put at 18 months from Cabinet approval. But the complexity in developing a mass smart-card scheme should not be underestimated, says Sidley. "Changing people's payment behaviour is not easy."

    For smart cards to be successful, says Povey, SA must recognise they are more than just a fraud management system. They are "catalysts for change". "Unlocking opportunities through collaboration should allow government and local organisations to identify an accelerated payback on the initial investment," he says.

    Europay, MasterCard and Visa (EMV) is a common framework to enable chip-based debit and credit cards. In 1999, Europay International, MasterCard and Visa formed EMV Co to manage, maintain and enhance this specification, which is an interface between the card and the smart-card reader.
    --------------------------------------------------------------------
    The Common Electronic Purse Specifications (CEPS) standardise the underlying technology for an interoperable electronic purse system, one of the applications one can load on to a smart card. A bank, for example, could issue stored value to its customers who then transfer that value from their accounts to the cards at an ATM, PC or specially equipped telephone. No credit check or signature is needed and validation, when required, is by pin number. Funds will be deducted directly from the cards and transferred to the merchant's terminal. When the money on the card is spent, consumers will be able to load additional funds from their accounts, or, in the case of SA's pensioners, for example, wait until the next month's pension pay-out.

    Catuity's software operates both on smart cards and on traditional mag-stripe cards.The focus has always been on smart card developments,in my view to the detriment of the mag-stripe opportunity.

    A careful reading of the Annual Report supports this assertion.

    In the Strategy section of the 10-K(page 8)Catuity stresses that one of its five strategies is:

    "Pursuing large card issuing retailers(private label card)market,including large multi-lane retailers"

    These are card issuing retailers(like your DJ's card).

    Last year Catuity released the Loyalty OTC enhancements which were directed to merchants who issue mag or smart private label cards and gift cards and which ensured that the full range of benefits of the Catuity system were available to these issuers.

    Obviously this was to respond to a demand from those retailers who do not yet wish to spend on conversion to smart but are interested in using Catuity software on mag-stripe.

    In the General Market Information section of the 10-K(page 6) it is said :

    "We anticipate that the private label card market will begin utilizing Catuity's software with their magnetic stripe payment cards in 2002 and some may begin converting to smart cards by the end of 2002"

    There must have been some basis for that statement,which suggests that more than one multi-lane retailer has plans to use Catuity on mag-stripes this year.A number of them have been testing loyalty over the last year and these press reports have been posted here.They include Sears,Burger King,amongst others.

Currently, First USA, Providian Financial, FleetBoston and Target Corp. issue the Smart Visa card. “We have new issuers in the pipeline,” Knox says.
