I don't want to be technical but actual share price is insignificant. Market cap is more important when comparing companies. (I know you know this but others might not).
Anyway, my definition differs from yours. I think of penny stocks as pure spec plays; burning cash, raising money, name changing, consolidating, burning more cash, raising more money, and so forth.
Now CSD is making money each day and it is growing internally. The share price will eventually grow with it, that's the law of the market. It doesn't always reflect current value but it will tend towards it given time, then often overshoot.
I look forward to that day.
Btw, that alluvial play is a great way of growing further without too much work. Read into it and you will see what I mean. This is the thing with CSD, for years it has locked in value in its leases without having cash to fund development... But not anymore!
