I don't know about, "trying to encourage a run." It looks like they are trying to get out. No one selling at these prices is making any money and so it can't be worthwhile for them. Probably bailing out in advance of a bad quarterly and more negative cash flow being reported.

I am with you, I would like to see more volume interest in this stock before sticking more cash into it. Could be tied up for years with no return.
