While the LNG industry has been under attack in recent weeks, largely because of its connection with coal-seam gas, Arrow announced that a contract had been let for the front-end engineering works for its $15 billion refinery at Gladstone in central Queensland.
While Arrow and its partners, Royal Dutch Shell and PetroChina, are still to make a decision about its plant, yesterday's announcement means that work has started on all four proposed plants at Curtis Island in Gladstone Harbour.
Arrow's proposed refinery to turn coal-seam gas into liquefied natural gas for export involves having two trains capable of producing four million tonnes of LNG a year for export, with the potential to double the size and produce up to 16 million tonnes each year.

The other projects, proposed by Queensland Gas, Santos and Origin Energy, all with overseas partners, are using Bechtel as their principal contractor, but the Arrow syndicate has contracted CJV, an international consortium comprising Chiyoda, Chicago Bridge and Iron and Saipem, to undertake their engineering design work.
While the other companies are active on site on Curtis Island, the work done under this contract will be undertaken in Japan and the US as well as in other parts of Australia before being transported to Gladstone.
While Premier Anna Bligh on Monday announced some limits on the activities of mining companies, she was a strong supporter yesterday of the Arrow initiative, flanking Arrow chief executive Andrew Faulkner at a Gold Coast mining conference to make the announcement.
