Nuclear technology came out of WW2. That's 79 years ago.
Lot's of countries decided that they'd like nuclear weapons to defend themselves. Out of that they discovered nuclear power which also somewhat diversified their power supplies. Another lesson from supply issues caused by war.
So many countries set up nuclear industries a long time ago. The only real alternative to coal and oil back then. lt was also the halycon days of governments going big on infrastructure projects . E.g. The original Snowy system.
Now another alternative has come along. A new technology that is better than all the others.
You will note that all those countries with nuclear power are investing heavily in renewables . Even though they have had nuclear power for 50 years plus, they are choosing to go big on renewables .
