Sure and it could halve or if the ALP remains in power it could increase x10 times.
Instead of using the all encompassing 'could' they could equally have used the word 'may'. This would bring them into line with the climate alarmists where everything is could or may.
The days of having scientists with spine are long gone. Those remaining have their hands out in perpetuity begging for taxpayers cash.
It remains: Whoever pays the piper calls the tune.
