Name one Doctor that's trying to do anything of the sort.
Politicians are elected to delegate responsibility:
Generals to fight wars
Chiefs of police to maintain Order
Chief Health Officers to lead responses to pandemics
In some countries (notably the US and UK) the politicians tried to pretend they knew better and prevented a proper response. NZ delegated the response to their CHO and had success. In Australia our leader went to the football, spent $70m to deliver an app that doesn't work and continues to undermine the states.
Fortunately the states took control or we'd be a shambles just like the UK (which incidentally is effectively an island just like Australia).
Name one Doctor that's trying to do anything of the sort....
