Chief Health Officers are bureaucrats with medical degrees. in many cases their clinical experience was a couple of years as a junior doctor 30-40 years ago.
NZ is a tiny very isolated island nation with no big high density cities or subways like London or New York. That is why their lockdown 'succeeded' - in the short term. Unfortunately the virus will be around forever (even with a vaccine) and be constantly mutating (the 1918 Spanish Influenza H1N1 strain is still circulating but most people have at least partial immunity). When the NZ borders eventually open they will have major outbreaks. So a lot of economic pain for no long term benefit.
Sweden - with no lockdowns - has had their lowest seasonal death rate on record. That is despite over 6000 deaths attributed to Covid-19.
