It is my belief that authorities are quite free to purchase once the FDA approval is granted. The CDC guidelines are just that - guidelines. They do not have any legal authority in that way.
Of course, regardless, and as you imply, most TB controllers operate to the CDC guidelines.
I guess it may well be possible that the US military would take their own decision. They typically do not have a lot of respect for civilian authorities, as a rule.
Interesting rumour, anyway.
If indeed CST were to announce contracts in concert with FDA approval that would certainly put the cat amongst the pigeons!
AS with all rumours, a huge grain of salt is needed. I guess we just wait and see (but fortunately not too long to wait now).
