Umm...
CTM are going one step further than only producing concentrate. They are producing end product Nickel Sulphate which get between 105% to 125% of LME nickel pricing.
They are paying an extra USD110m for the privilege. All up pre-production capex (at this stage) is USD288m.
As you say BSX's UBU and DBU is considerably higher.
