I'm only guessing here, but from my time in the industry I'd say it was a shrewd move. Being a potential bidder gives access to the the RFP (Request for Proposal), bid elucidation meetings, and most importantly, opportunities to meet and potentially team up or influence (in a good way) others bidders. If you read the subject article Cottee mentions he has spoken to all the bidders, this is exactly how he would gain that opportunity.

Doubt Merlin will be shortlisted for the next round, however there is a (slim) chance they may pop up as a JV (joint venture) partner, or be included as supporting another bidder (understand Cottee is close to APA's McCormack).
