    Buyback histories show they are disasters for both company and shareholders sometimes. In CTP's situation the risks of a disastrous outcome are high. Dividends demonstrate BOARD confidence in its plans, signal good prospects to new investors, and strengthen existing shareholder - Board relationship. Right now SPECIAL DIVIDEND 2 cps DECEMBER 2024 followed by quarterly half cent dividends is risk free way to proceed.
