Oh. The fundamental error in your smart ass question is that to you don't have to steal something to misappropriate it. As the word implies, it just has to be misappropriated.
I'm sure that ASIC's interpretation and use of the word "misappropriate" in this context would be the latter of your definitions "to appropriate something wrongly", could be just a paper entry, or, a digital transfer. They are still a very long way off satisfying the legal definition of stealing, I'm sure that any first year lawyer would be able to cause enough doubt from the definition of stealing to have authorities such as ASIC avoiding the use of that word at this early stage.
