Dear HC punters! Does the market have memory?

I’m curious about this from a technical/charting angle. Say we’ve had significant fundamental announcements (like strong trial results or FDA designations) that didn’t trigger much of a price reaction at the time - possibly due to other distractions like macro events, index exits, or just biotech fatigue.

My take (based on what’s been shared here) is that from a pure TA perspective, the market has no memory. If an announcement didn’t move the chart when it dropped, then it’s more or less ignored by the price action going forward - unless something else reawakens interest.
But is that really the case?
Can prior “ignored” news still act like dry powder, waiting for a spark?Or does the chart only care about what’s visible now - price, volume, and sentiment in the moment?

Would love to hear how chartists (and others) see this. FA followers might say "it’s in the bank," but what does TA say? I guess, its a NO!
