Because it just moved up more than 25% in the past 5 days, it's sitting on the top BB on a daily time frame. The chart you've posted there I believe is a 5 minute time frame.
Overbought/oversold are pretty meaningless terms in reality, DRO was overbought weeks ago and just kept going .. until it didn't lol. Look at that chart on the same 5 minute timeframe for today, the BBs just keep following price, they don't mean anything, they turn up AFTER the price does so any signal from them is lagging
