I guess I didn’t end up answering your question though (got carried away!).

I think it’d be easy enough. They’d have to bring in some experts, but there are enough around. They’d also get a lot of help from vendors of the major equipment/infrastructure. For instance, when setting up a Cyclotorn facility, the Cyclotron manufacturer provides a lot of design, planning and installation assistance as part of the package to get the project over the line.

In keeping with my previous response, probably more challenging to bring in the skilled/experienced team to manage and operate the facilities long term. People with those skills are in short supply.
