WC, yeah that was my point. The use of the word "remains" MEANS that that was their view before...which has the implication that not much has changed from the previous release (at best). And that was my main point. The statement as a whole using "considers that" implies that this is somewhat of an opinion and that someone else might consider differently. It looks to me like we have not yet reached a black and white result for progression to the next step.
