The protestors are on their last mile. They lost the war, now picking some new battles.
If they try to stall more (which they will), then government will step in short tracking the process, making it national interest issue. Don't forget, energy today comes from Isis friendly nations and Russia to a significant extend.
No one will support long court cases.
But the opponents are bad losers, so you can continue to expect anything.
