The Customary Heads, and we are talking 367 people here, have made it crystal clear that it will be BCL or NOBODY. The ABG knows this and for a government determined to maintain some semblance of social harmony, despite the best efforts by some to disrupt this, does anyone truly think they are suddenly going to throw their support behind another developer who the Customary Heads will reject?? That would be one sure fire way to create all sorts of mayhem in the lead up to the referendum. As said previously BCL retains a level of incumbency in Bougainville that others lack and when the ABG is ready to mine that will count for something. Not to mention they own the company.
