Ministers are not personally culpable in court. Ministers are not jailed or personally fined for their actions in that role. They have 'the shield of the crown.
By convention they take personal culpability by resigning voluntarily. The only enforcement of this is the power of tradition and honour.
I dont think the program content or intent matters. Similarly a company's strategy or intent does not matter if their negligence or mistakes result in deaths. bacci
