The installer is the only person responsible for shoddy work. Unless you think an inspector or the Minister should be up in the ceiling watching and checking everything done?
It was some private operators who ripped both customers and the government off and who should be facing prosecution.
The government is guilty only of failing to notice they were being ripped off sooner than they did.
