Two reasons this has been hard to implement . Firstly the senate , thats a given secondly the perceived need to respond/react to whatever the media see's as relevant. rather than what is needed to be done. I see a govt running scared from ideas that the media blow up . The medicare surcharge is a great example , in it's bare bones it makes a lot of sense however the media blew it for them.
The legacy left by previous Govts are many & hard to unravel. The Rudd/Gillard/Swan circus is the most recent & the most damaging however the Howard/Costello era had it's problems as well. They sold assets to pay down debt whilst lowering taxes & upping middle class welfare .
