ATM is just the slang terminology used which means they can book trades that are above the NAV and use the funds to build their cash balance and buy more uranium on the spot market. They can only activate the ATM around 1% above NAV.
ATM is just the adopted meaning for their facility i.e automaic teller machine (cash raising mechanism).
