Well, they are allowing PDI to continue to drill within the buffer zone 2 so maybe it due to the size of the deposit??? What I find even more interesting is PDI has been drilling for a few years within this buffer zone 2 and no-one noticed until they released their maiden MRE.....does this tell you it's an "issue" given the tenement is 8-10km from the core conservation zone.
