all govt agencies will be in lockdown/caretaker mode as soon as an election is called. knowing this will happen either this week or next there will be zero movement and zero approval of new funding. money given in the budget can only be used from 1st July.

since budget they will be scurrying around trying to figure out what exactly it means for them as they come under the health portfolio program 5.1 (seems to get 10M more)

now while there's a tonne of money in the pbs. it's difficult to identify what and where this is exactly being spent on.. ie. if any of it is going to the odc and even if it was what are they spending it on.

in short it will not be any accelerant until at least September 2019
