TCL have given $50 free of e-tags to motorists to get them used to their system, unlike the cross city tunnel fiasco. motorists will be billed electronically according to the milage traveled and will not be inconvienced by having to stop. TCL will earn extra revenue as managers of this system, so perhaps the market is responding to the likely quick uptake and higher than expected utilization prior to Xmas.
