Given the recent changes to the Mali code, I thought it was useful to take stock and consider what this may mean for MLL. The DRC and its ongoing conniptions just happened to make a convenient point of comparison that dovetailed into some previous posts made on the topic of mining codes. Further reading suggests that mining goalposts have moved across much of sub-Saharan Africa over the past few years; even so, Mali has remained one of the friendlier jurisdictions in which to go mining.

As for the DRC being a "basketcase", that's being generous IMHO. Seems more like sh*tshow territory to me.
