Go check out the last QRs it's there in the numbers as plain as day! The restricted cash is the interest liability payable to JARE and they count it as income rather than a liability to achieve cash flow positive!
The issue of share was to settle an ongoing liability and to ensure continued the supply of solvents, so it cant reasonably be separated from any cash also paid at the same time solvent supplies. Though it is a neat little accounting trick to make everything look better than they really are imo.
