The facts are concentrate/refine nickel are used for stainless steel production whereas laterite nickel ore are mainly used for NPI (cheap form for stainless steel production) as they are hard to mill and refine, hence the owners that built the billion dollars of milling and refinery infrastructure in the Philippines weren't happy with the plan to lift the ban to do DSO for the 1.8% grade laterite nickel ore to China for NPI production.
Concentrate/refine nickel are still very cheap.......
