Not true. Competitors can do what they like. A patent is nothing until it is granted, so if a competitor reviews their patent applications and decides that they don't have anything in it, they can just copy it (although it all falls apart if a patent is granted and they allege that they infringe). Even once a patent is granted, it only provides the right to stop someone else from using it AND (this is very important) only if they have the cash and motivation to do it.
