Denmark is a country that has a general tax on electricity. So in my opinion it's not really fair to compare retail prices of countries that tax electricity to prices of countries that don't tax electricity.
Without the general taxes on power Denmark would be cheaper than a lot of Europe. That's why it's better to compare wholesale.
Other countries get their general taxes in other ways (income tax, payroll tax, GST, etc).
