after direct charging:
Card holder pays deployer (CUS), deployer pays the processor (SPS).
and its likely that banks will charge their customers directly for using foreign atms (monthly fees).
end result is that user will be charged the convenience fee + bank fee, whereas previously they were just charged the convenience fee.
