I reckon you are on the ball myronc, when Hump says this "because there is no gap in capability" well I reckon he is dead wrong, there certainly is a capability gap between the 3GL and the single shot made by Thales.

If the decision has already been made to go with the Thales weapon, then that is a different thing, it isn't capability gap as such, but more about timing I would think, if the 3GL was ready as far as the DOD were concerned at around the time when they were making decisions about what to buy with what money had been allocated to them this time around, then the 3GL would more than likely have been chosen, but that does not mean it will not be chosen in the near future in my opinion.
