I accidently hit send before finishing my reply, hence the follow up.

Your scenario 1 is correct (except it's not frozen blood that comes back, it's frozen vaccine).

The point I was attempting to make was that PRR is very unlikely to allow another company to do the manufacturing of the vaccine, for the reasons I stated in my second post.

Certainly the current plan is for Dubai patient blood to be processed in Australia. PRR will investigate developing other production facilities of their own as new commercial sales markets are confirmed.
